  It comes with removable foam padding and an extra set of spares in a differing thicknesses so the fit can be adjusted to cover a small range of head sizes.

These are the best of the "cheap" skateboard style helmets we've seen...lots of different brands available out there.  They fit slightly deeper so you don't look like you have a mushroom perched on top of your noggin...important as you want to be protected but no-one wants to look like a numpty.
